You can get this error message if your windows username contains non-latin characters. 

To solve this problem there are two solution:

  1. rename your username in Windows
  2. use MT4 in portable mode. In this case the path will be the installed MT4 path (e.g.: c:\Program Files\.....\MQL4\Files) which is not contain your username.
